DHS drawdown begins in Minnesota; 700 officers to leave immediately!-Posted on The Washington Times-By Stephen Dinan, The Washington Times-On February 4, 2026:
White House border czar Tom Homan declared a victory of sorts in Minneapolis, saying the feds are now getting “unprecedented cooperation” from local communities and the Department of Homeland Security will remove 700 officers from the state.
He said about 2,000 will remain.
Mr. Homan said the drawdown, which he had teased last week, was made possible by the increased cooperation.
“This is smarter enforcement, not less enforcement,” Mr. Homan said.
He said his goal is still for a “complete drawdown” but said that’s “contingent” on the demonstrators who have been violently clashing with U.S. Immigration and Customs Enforcement and Customs and Border Protection officers.
But he said it’s not the retreat some have suggested.
“We are not surrendering the president’s mission on a mass deportation operation. If you’re in the country illegally, if we find you, we’ll deport you,” he said.
Minnesota Gov. Tim Walz, a Democrat, said the feds need to go further.
“Today’s announcement is a step in the right direction, but we need a faster and larger drawdown of forces, state-led investigations into the killings of Alex Pretti and Renee Good, and an end to this campaign of retribution,” he said on social media.
Minneapolis Mayor Jacob Frey was similarly unimpressed, saying 2,000 officers still in place “is not de-escalation.”
“Operation Metro Surge needs to end,” he said.
Mr. Homan said the federal government has had to keep a large contingent of personnel in Minnesota just to protect other officers from the anti-ICE reactions of the community, which he blamed on overheated rhetoric from the state’s politicians.
He was particularly troubled by roadblocks anti-ICE protesters set up in streets this week to try to hinder their deportation efforts.
“Stop impeding, stop interfering,” he said during a press conference in Minneapolis.
Mr. Homan said the idea to deploy body-worn cameras to all DHS personnel taking part in Operation Metro Surge grew out of his conversations with those on the ground.
Some officers did have cameras and others didn’t. He said that “inconsistency was unacceptable.”
Homeland Security Secretary Kristi Noem on Monday said the cameras will be rushed to the state, with a goal of a nationwide rollout later.
“We have nothing to hide,” Mr. Homan said.
President Trump deployed Mr. Homan to Minnesota late last month, displacing former Border Patrol Commander-at-Large Gregory Bovino, who’d overseen the troubled surge and two killings of U.S. citizens in confrontations with ICE and CBP personnel.
Mr. Homan quickly moved to meet with state and local officials to try to calm things.
The result, he said, was promises of better cooperation in turning over people from state and local prisons and jails. He said that cooperation means fewer people are needed to go into communities and pick those people up.
Fewer officers in communities also means fewer chances for rank-and-file illegal immigrants without criminal records to get snared — though Mr. Homan said they are still here illegally and can be arrested.
The 2,000 officers that remain are well above the usual level of 150 personnel based out of Minneapolis.
“The more cooperation we get, the less rhetoric and hate we see and the less attacks means we can draw down even quicker. A lot of this has to do with the assistance from the community,” he said.
Mr. Homan said he considered the 2-month-old surge to be a success, though he said it was not “a perfect operation.”
The operation had netted some 3,500 arrests as of a week ago.
Mr. Homan ticked off some of those nabbed: 14 with homicide convictions, 139 with assault convictions, 87 sex offenders and 28 gang members.
“We’re taking a lot of bad people off the street,” he said.
While Mr. Homan was in Minneapolis, Ms. Noem was on the other side of the country in Nogales, Arizona, taking a victory lap about the security of the U.S.-Mexico border.
She said it is “the most secure border in American history.”
The latest data showed Border Patrol agents nabbed 6,073 illegal immigrants attempting to cross in January. That’s down from nearly 30,000 last January, most of which was under then-President Biden, and it’s way down from the nearly 125,000 arrests made in January 2024.
Measured another way, January saw 196 border arrests per day. Mr. Biden averaged more than 5,000 a day, and at its worst, saw more than 10,000 arrests a day.
Ms. Noem said January also marked the ninth straight month that none of the new arrestees were caught and released.

‘Hostility to nonwhite immigrants’: Judge slams DHS Secretary Noem!-Posted on The Washington Times-By Stephen Dinan, The Washington Times-On February 2, 2026:
A federal judge delivered a withering rebuke to Homeland Security Secretary Kristi Noem on Monday, accusing her of harboring a “hostility to nonwhite immigrants,” and blocking her decision to end a deportation amnesty for hundreds of thousands of Haitian migrants.
Judge Ana Reyes, a Biden appointee to the federal district court in Washington, said Ms. Noem slandered the Haitians by suggesting they were “killers, leeches and entitlement junkies.”
Instead, she pointed to a neuroscientist, a software engineer, a college student and a registered nurse as the people Ms. Noem’s decision affected.
Judge Reyes also said it was startling that Ms. Noem would say Haiti is safe enough for its citizens to return to, when the State Department still has it listed as a no-go country for Americans, warning, “Do not travel to Haiti for any reason.”
“Secretary Noem complains of strains unlawful immigrants place on our immigration-enforcement system. Her answer? Turn 352,959 lawful immigrants into unlawful immigrants overnight. She complains of strains to our economy. Her answer? Turn employed lawful immigrants who contribute billions in taxes into the legally unemployable,” Judge Reyes wrote in a weighty 83-page ruling.
“This approach is many things — in the public interest is not one of them,” she added.
At issue is what’s known as Temporary Protected Status, a form of deportation amnesty.
TPS is supposed to be granted on a short-term basis for citizens of countries struck by natural disasters, riven by war or political unrest or facing an epidemic.
Haiti was first granted TPS in 2010 by the Obama administration and it was expanded under President Biden, to the point that about 353,000 Haitians are currently living here under its protections.
TPS grants them an 18-month stay of deportation and a work permit to compete with Americans for jobs. Permits can be renewed as long as DHS keeps renewing TPS designation for the relevant country.
The Biden administration vastly expanded the universe of TPS, going from about 400,000 in mid-2020 to nearly 1.3 million people by last March.
Ms. Noem has been on a mission to rein in TPS grants, canceling the biggest ones for Venezuela and Haiti, as well as smaller ones such as South Sudan, with about 200 beneficiaries.
Judges have stepped in to try to block Ms. Noem on nearly every front, often citing “animus” on the part of Ms. Noem or President Trump as poisoning the decision-making.
The Supreme Court has been more permissive, twice ruling to allow the Venezuela termination to go forward.
But Judge Reyes on Monday said the high court’s action was too inscrutable for her to take any guidance, and she said she was on solid ground ruling against Ms. Noem.
She seemed to have it in for Ms. Noem, decrying the secretary’s use of social media to offer thoughts about the state of immigration and calling it a bad substitute for the kind of decision-making Judge Reyes said the law required when it came to TPS.
“Kristi Noem has a First Amendment right to call immigrants killers, leeches, entitlement junkies, and any other inapt name she wants. Secretary Noem, however, is constrained by both our Constitution and the APA to apply faithfully the facts to the law in implementing the TPS program. The record to-date shows she has yet to do that,” the judge wrote.
Her decision was praised by immigrant rights groups.
“Our Haitian neighbors are vital to the social and economic fabric of America and New York – they are essential workers, caregivers, healthcare workers, business owners, and so much more,” said Murad Awawdeh, president of the New York Immigration Coalition.
