Iran reiterated Sunday that it is not holding direct negotiations with the U.S. and that it would not restart diplomatic talks until Washington agrees to certain conditions and stops violating the terms of the Islamabad Memorandum of Understanding.
Iranian Foreign Minister Abbas Araghchi told reporters in Tehran that Tehran is passing messages through intermediary countries, likely Pakistan and Qatar, but indicated that the conversations are far from direct negotiations.
He added that Iran’s separate discussions with Oman over control of the Strait of Hormuz are in “final stages” but warned that any agreement reached between the two nations would not automatically reopen the waterway, which has remained closed to commercial shipping for weeks.
Iran and Oman have held direct negotiations over management of the strait for weeks after the signing of the now-defunct Islamabad Memorandum of Understanding in July. According to reports, the incoming deal would outline specific routes that commercial ships would be required to take to transit the waterway safely.
In some reports, ships entering the strait would pass through Iranian waters and leave through Omani-controlled routes.
Mr. Araghchi confirmed that while the deal would outline new shipping lanes in the strait, it would be effectively meaningless without the removal of the U.S. blockade of Iran’s ports and a ceasefire.
Iran has kept the Strait of Hormuz effectively closed for months after the U.S. and Israel launched joint strikes in late February. At least one-fifth of the world’s oil supply travels through the strait each year, and its closure has driven up global energy prices.
Brent crude oil, the standard international trading classification, stood at about $82 a barrel on Friday, down from $101 a barrel in July but still above pre-war levels.
After nearly two weeks of continuous fighting, the U.S. and Iran returned to a state of relative peace last week after President Trump called off yet another attack on Iranian targets.
Mr. Trump called off the attack after fielding calls from regional leaders and reportedly noting positive progress in peace talks.
Mr. Trump and other administration officials said last week that a deal to reopen the strait is imminent while offering few details on what the deal would include. The extent of Washington’s involvement in the Iran-Oman talks over the strait remains unclear.
On Saturday, Supreme National Security Council Secretary Mohammad Bagher Zolghadr laid out Iran’s conditions for reopening the strait: a ceasefire for the entire region, the removal of the U.S. naval blockade, war damage compensation, the unfreezing of billions of dollars’ worth of Iranian assets, and sanctions relief.
The now-defunct memorandum of understanding included provisions that mentioned all of Iran’s current demands. That deal ultimately broke down in July after Iran struck commercial ships in the Strait of Hormuz, which it said had violated the terms of the agreement.
Even under the memorandum, issues such as sanctions relief and the unfreezing of assets were tied to a theoretical future deal with the U.S. and would have likely come with further conditions themselves.
The demands signal further diplomatic challenges for the U.S. as Mr. Trump seeks a comprehensive agreement that could end the war and reopen the strait. The president has insisted that diplomatic talks between Washington and Tehran have been more productive in recent days.
Mr. Trump, who took the U.S. to war in February promising to eliminate Iran’s nuclear program and foster regime change in the country, has repeatedly said there will be no agreement unless Tehran halts its enrichment of uranium and reopens the Strait of Hormuz.
On Sunday, Mr. Trump told Axios that the U.S. is only “semi-negotiating” with Iran and indicated that he was willing to let the economic consequences of the war and naval blockade force Tehran to the negotiating table instead of launching more military strikes.
But domestic political concerns could lead Mr. Trump to eventually authorize more strikes, as his domestic political opponents point to high gas prices and a shrinking stockpile of munitions.
Sen. Chris Murphy, Connecticut Democrat, said Sunday he would support a “bad deal” to end the U.S. war against Iran because Americans are suffering from the conflict and the price to reopen the Strait of Hormuz “increases by the day.”
“Donald Trump has lost this war. America is weaker. Iran is stronger,” Mr. Murphy told NBC’s “Meet the Press.”
“Yes, I will support a deal to end this war and reopen the strait,” Mr. Murphy said. “I am prepared to support a bad deal, to end this war and reopen the strait, because the only deal that is available, at this point in time, is a terrible bad deal.”
Regional challenges could also stymie efforts to reach a comprehensive deal to end the war.
The Iran-backed Houthi rebels in Yemen have recently ramped up their attacks on Saudi Arabia, the group’s longtime regional rival. In addition to strikes on commercial ships in the Red Sea, the group has also targeted civilian infrastructure in Saudi Arabia.
The Houthis on Sunday announced that they had targeted the Saudi Aramco refinery in the southern city of Jazan, causing significant damage. There was no immediate comment from the Saudi government and the strike itself has not been independently verified.

President Donald Trump is demanding compensation from the Islamic Republic of Iran in the ongoing talks with the Middle Eastern nation.
Trump noted that it is in direct response to the Islamic Republic's request for money for damages inflicted on them throughout the ongoing war, and said he has asked American negotiators “to put this firmly into any, and all, future” conversations.
The president said the funds should not only go toward the families of American soldiers, but also to “families of the hundreds of thousands of innocent protestors that Iran has killed over the last 50 years” in a heated Truth Social post on Monday afternoon.
“I see that Representatives of the Islamic Republic of Iran are asking for compensation for the damage done to them during the last five month Military Conflict (started because, THEY WILL NOT HAVE A NUCLEAR WEAPON), even though it was never mentioned in any of our negotiations or meetings!” Trump added.
“But it is an interesting idea because now I am likewise demanding compensation from Iran, for all of the people that they have killed and gravely wounded with their roadside bombs and many conflicts, for which they are famous, as led initially by General Soleimani, including the families of those killed on the USS Cole, and thousands of others killed in combat,” he further added.
In an interview with Axios over the weekend, the president said that the United States is “low-keying it” with the Iran situation, adding that the U.S. is “only semi-negotiating with them” as the Islamic Republic faces economic turmoil.
"It will work out. It always works out. It's like a chess game,” he added, according to the outlet.
A Memorandum of Understanding between the U.S. and Iran was signed in June, but the ceasefire agreement collapsed when Iran began striking cargo ships in the Strait of Hormuz. The strikes led to a days-long response from the U.S. military and overall escalation in the conflict, which began with the goal of throttling Iran's nuclear ambitions.
The latest financial push in the Iran conflict comes amid Operation Economic Fury against Iran, including freezing cryptocurrency, according to Fox Business earlier this year.
“The Iranian regime’s reliance on digital assets and shadow banking networks is further evidence that Economic Fury is working,” Secretary of the Treasury Scott Bessent said in a Friday statement. “We will continue to increase the economic pressure. Whether in dollars, rials, or crypto, Treasury will hunt down and dismantle the illicit financial networks that keep the regime afloat.”
Following publication, Trump posted again to Truth Social on Monday afternoon, adding that "with respect to the Iran negotiations, Iran should be responsible for the damages and death caused to the people of Lebanon, Syria, Yemen, and Gaza!"

Israeli Prime Minister Benjamin Netanyahu on Sunday rejected a Trump administration-backed plan aimed at disarming Hamas, the Palestinian militant group governing Gaza, casting further doubt on the deal’s success.
In remarks before his Cabinet, Mr. Netanyahu insisted that Israel does not accept the 15-point plan released last month by the Trump-established Board of Peace and that Israeli troops will not withdraw until Hamas is completely disarmed.
“When I say the disarming of Hamas, it means heavy weaponry, lighter weaponry, all weaponry. And we are talking about genuine disarmament, not fictitious disarmament,” he said, adding that Israeli officials are holding discussions with U.S. officials about certain provisions in the plan.
President Trump announced last month that Hamas and the Board of Peace had reached an agreement that could result in the Iran-backed militant group’s disarmament in exchange for Israel’s withdrawal from Gaza.
Under the plan, Hamas would disarm in phases while handing over authority to a new, Board of Peace-instituted governing body led by Palestinians.
Israeli officials, including Mr. Netanyahu, have remained relatively silent on the agreement since it was announced in July. Israel has previously rejected calls from humanitarian groups and international organizations to remove its forces from Gaza.
Mr. Netanyahu also in his comments Sunday underscored his opposition to the establishment of a Palestinian state.
“As for the Gaza Strip, first of all, I want to make the main point clear: as long as I am prime minister, there will be no Palestinian state, not in Gaza and not in Judea and Samaria. Neither ‘Fatahstan’ nor ‘Hamastan,’” he said, according to the Jerusalem Post.
Reuters reported Sunday that Hamas is still committed ot a deal. Senior Hamas official Basem Naim urged mediators and the U.S. to “press Mr. Netanyahu and his government to adhere to the roadmap.”
The Israeli military occupies more than 65% of Gaza, and its forces have been in the region since Hamas’ Oct. 7, 2023, terror attacks kicked off a war that lasted nearly three years.
The Trump-backed Gaza peace plan, signed in October, provided for the phased withdrawal of Israeli forces and the disarming of Hamas while handing over security duties to an international force.
Mr. Netanyahu’s public rejection of the deal underscores his dire political situation, as he faces a tough re-election campaign this year. Many in Israel say that Mr. Netanyahu’s government failed to effectively defeat Hamas in Gaza and that efforts to overthrow the Iranian government and eliminate the threat of Hezbollah to the north have similarly failed.
