Iranian Foreign Minister Abbas Araghchi said Sunday the U.S. must adhere to its “commitments under the Islamabad Memorandum of Understanding” before Tehran will agree to reopening the Strait of Hormuz to commercial shipping.
The U.S. and Iran signed the Pakistani-mediated memorandum in June after weeks of back-channel diplomacy. The agreement mandated a temporary ceasefire, the reopening of the Strait of Hormuz and at least 60 days of direct negotiations between the two countries.
The memorandum was considered defunct by all sides before its expiration last month amid renewed fighting between the U.S. and Iran.
Mr. Araghchi said a high-level meeting in Oman on Monday between Iran and several Persian Gulf nations would focus on new commercial shipping lanes through the strait.
Oman and Iran are the two primary states bordering the Strait of Hormuz and will present the details of a proposed system to the Gulf states. Representatives of Saudi Arabia, the United Arab Emirates, Kuwait, Qatar and Iraq are expected to attend the briefing.
Mr. Araghchi said Tehran believes the responsibility for ensuring regional security and stability in the Gulf belongs to the countries of the region.
“We hope these talks will pave the way for future consultations on issues of concern to the countries of the region,” he said, according to the state-run Press TV network.
Mr. Araghchi said the expected Iran-Oman agreement won’t trigger the reopening of the Strait of Hormuz. It sets out the framework for maritime traffic should the conditions be met for reopening the strait, he said.
On Sunday, President Trump was indifferent to the proposed meeting between Iran and the Gulf States to discuss the Strait of Hormuz amid the ongoing conflict between Tehran and Washington.
“I don’t care. That’s up to them. That’s fine,” Mr. Trump told reporters during a visit to Ireland for the Amgen Irish Open at the Trump International Golf Links & Hotel in Doonberg.
Mr. Trump said the war will likely end this year, possibly just after the midterm elections in November. That could mean a major drop in domestic oil prices, he said.
“Iran wants to make a deal so badly. They’re calling constantly; they want to make a deal,” Mr. Trump said.
Iranian Foreign Ministry spokesman Esmaeil Baghaei said Friday that Iran and Oman have engaged in direct negotiations for nearly three months about safe navigation through the strait.
He described the Iran-Oman initiative as an important step toward building trust and cooperation among regional countries and “strengthening common regional security away from external interference.”
A spokesman for the Islamic Revolutionary Guard Corps said the White House thought Iran would bow before the U.S. military power assembled in the region. Brig. Gen. Hossein Mohebbi told the state-controlled Mehr News Agency on Sunday that the Trump administration miscalculated.
“A major part of America’s power rests on displaying its military capabilities. They imagined that the mere presence of a naval fleet and aircraft carriers would force Iran to retreat,” Gen. Mohebbi said. “But for every step they took forward, they were forced to take several back.”
The decade-long conflict in Yemen between Iran-backed Houthi rebels and the Saudi-supported government forces has escalated over the past week. The United Nations estimated that 46,000 people have been displaced since the fighting resumed after months of rising tensions.
The conflict intensified Sunday when government forces launched attacks against Houthi fighters along the Red Sea. The move comes after the Houthis seized the strategic port of Mokha and Mayyun Island, also called Perim Island, located at the southern entrance of the Red Sea.
The island sits inside the Bab al-Mandab Strait, a narrow water passage that connects the Red Sea to the Gulf of Aden and the broader Indian Ocean. Houthi forces on Sunday said they targeted Saudi weapons and command centers using drones and ballistic missiles.
Brig. Gen. Yahya Saree, the spokesman for the Houthi rebel forces, said their attack was in response to Saudi airstrikes on provinces in Yemen under their control.
“We affirm to the criminal Saudi enemy that the continuation of its aggression against our people will be met with more intense and larger operations deep within its territory,” he said on X. “The consequences upon it will be dire.”

Iran said on Monday that a planned meeting in Oman involving foreign ministers from Gulf countries and Tehran was canceled at Saudi Arabia’s request.
Foreign Ministry spokesman Esmail Baqaei told a press briefing that Riyadh requested the meeting should not take place for the time being.
“The report that Saudi Arabia requested that the meeting not be held for now is correct,” Baqaei said, according to state news agency IRNA.
He rejected attempts to link Iran to recent developments between Saudi Arabia and Yemen, saying Yemen’s problems have “long-standing roots.”
Baqaei also categorically denied US claims that Iran was involved in an attack on a Saudi oil pipeline from Iraqi territory, accusing Washington of seeking to deepen divisions among regional countries.
There was no immediate comment from Saudi Arabia.
Baqaei said the planned meeting was expected to provide an opportunity for Iran and Oman to present an understanding reached after weeks of negotiations concerning maritime routes in the Strait of Hormuz and the two countries’ roles as coastal states.
He said Tehran had expected regional countries to “seize the opportunity” and use the meeting to discuss creating a secure region without interference from outside actors.
The spokesman said the Iran-Oman understanding has been finalized despite the cancellation of the meeting.
“We will decide, in consultation with Oman, on the next step and how to announce or register this understanding,” he added.
Baqaei said security in the Strait of Hormuz concerns Iran and Oman as the two coastal states, while blaming current insecurity in the waterway on US and Israeli actions.
He accused the US of undermining maritime security by attacking an Iranian vessel near Hengam Island, saying one Iranian was killed and several others, including two Pakistani nationals, were injured.
Iran and Oman have been holding talks on a provisional arrangement to manage shipping through the waterway since a June memorandum of understanding agreed between Washington and Tehran to end the war that began in February collapsed.
The US and Iran had agreed to extend an April ceasefire and gradually allow shipping through the strait to return to its prewar levels while they held talks on a final settlement.
On Sunday, Oman’s foreign minister, Badr Albusaidi, announced that “in the interests of consensus the regional meeting set for tomorrow in Salalah has been postponed.”
“We remain committed to fostering dialogue that supports stability and lasting cooperation in our region,” he said.
On tensions with the US, Baqaei said Washington must halt “illegal and interventionist” actions, including its maritime blockade and economic pressure, warning that Iran would continue responding if such measures persist.
He dismissed claims about possible nuclear activity at Kuh-e Kolang (Pickaxe Mountain) as “media hype,” saying Iran fulfilled its safeguards obligations toward the International Atomic Energy Agency.
Asked about reports that Iran had seized a US submarine, Baqaei said: “It was not seized; it was taken as war booty, and war booty is lawful.”
On regional diplomacy, he welcomed China’s efforts to support regional stability but said Iran’s problem with the US was not a lack of mediators, but what he called Washington’s lack of genuine political will for diplomacy.
Baqaei also described relations with Türkiye as broader than exchanging messages between Iran and other parties, saying Tehran and Ankara share concerns over Israeli actions across the region.

CAIRO — Yemen’s Iran-backed Houthi rebels captured more strategic islands in the southern Red Sea, government and Houthi officials said Monday, strengthening their control of a major maritime shipping route.
The capture of the islands of Greater and Lesser Hanish is the latest in the rebels’ swift advance around the Bab el-Mandeb Strait, a key passage for Saudi oil shipments that has only become more crucial during the Iran war since it serves as an alternative to the Strait of Hormuz.
Like Hormuz, which is located at the mouth of the Persian Gulf, the Bab el-Mandeb Strait - on the opposite side of the Arabian Peninsula — is a choke point that connects the Red Sea to the open ocean and Saudi Arabia’s key Asian markets.
For more than a month, the Houthis have been striking Saudi oil infrastructure and shipping in the Red Sea, stepping up pressure on global oil prices and boosting Iran’s leverage in its war with the United States.
Saudi-backed Yemeni government forces have been attempting to rally and fight back. But the Houthi gains have seemingly come with little resistance.
The rebels deployed on the Hanish islands, 160 kilometers (100 miles) north of Bab el-Mandeb, after hundreds of government-allied forces withdrew from the archipelago, according to two government officials and a Houthi official. The officials spoke on condition of anonymity because they were not authorized to talk to journalists.
The capture of the islands came after the rebels last week seized the port city of Mokha on the mainland nearby and the island of Mayun, inside the Bab el-Mandeb Strait. The Houthis’ advance also puts them just 20 miles (32 kilometers) from the U.S. military base in Djibouti, on the other side of the Bab el-Mandeb Strait.
Thousands of Yemenis are fleeing the fighting
The fighting is pushing the impoverished nation back into full-fledged civil war, after a truce that largely maintained quiet since 2022. Even as they advance along the Red Sea, the Houthis have waged an offensive farther inland, particularly in the longtime battleground province of Taiz.
Some 150 civilians have been killed in fighting since Sept. 3, including a pregnant woman killed Saturday in a village in Taiz, the government’s Human Rights Ministry said. More than 200 civilians have been wounded, it said.
Thousands of families have fled their homes in Taiz and nearby provinces in the past day, said Khanzad Shah, acting head of Islamic Relief, a charity that operates in the area.
“Many of them don’t have enough food or water as they had to flee with whatever they could carry. In some areas, whole villages have reportedly emptied,” he said.
The United Nations has estimated that more than 80,000 people have been displaced in the past two weeks, including over 2,000 people who fled by boat to Djibouti.
The fighting threatens to reignite a war that for more than a decade brought disaster to Yemen, killing more than 150,000 people and driving the country to the brink of famine. Since 2014, the Houthis have controlled the north, including the capital, Sanaa, and much of the western heartland of the country where most of the population is located.
The internationally recognized government, backed by an array of disparate militias, controls the south and east, including the key southern port of Aden.
The Hanish islands, newly captured by the Houthis, had been controlled by the United Arab Emirates and its southern allies in Yemen. However, the UAE dismantled its military infrastructure there after it fell out with Saudi Arabia and the Yemeni government earlier this year.
For years, Saudi Arabia waged a destructive air campaign against the Houthis, while backing the government and allied militias. But it has appeared reluctant to throw itself fully back into the war, despite the Houthi attacks on oil infrastructure and shipping.
Houthi cross-border attacks are continuing
Saudi authorities sounded sirens on Sunday afternoon in the southern city of Abha and Khamis Mushait province, warning residents to take shelter from potential incoming fire. Both areas, near the border with Yemen, were repeatedly attacked by the Houthis in recent weeks.
A rebel spokesman said the Houthis fired dozens of missiles and drones at the King Khalid Air Base in Khamis Mushait, targeting hangars, radar installations and ammunition depots. The statement on Monday by Brig. Gen. Yahya Saree did not specify when the attack took place, but the Houthis often take hours or days to claim responsibility for attacks.
There was no immediate comment from Saudi Arabia on the Houthi claim. The Saudi civil defense overnight said a projectile fell in a different area near the border with Yemen along the Red Sea, injuring two people and damaging a mosque and several other buildings. The statement blamed the Houthis.
Saudi Arabia did not announce any new attacks targeting the Houthis.
Yemeni government forces are trying to regroup
On Sunday, the Yemeni government’s military said it launched airstrikes on Houthi positions in the port city of Mokha, the coastal town of Dhubab and elsewhere in Taiz province. The rebels reported strikes by the Saudi-backed forces in Taiz province and artillery shelling in Saada province, a Houthi stronghold on Yemen’s northern border with Saudi Arabia.
Sultan al-Arada, a member of the government’s presidential leadership council, described the collapse of government forces in Mokha, about 80 kilometers (50 miles) from the Bab el-Mandeb Strait, and elsewhere on Yemen’s west coast as “painful and regrettable.”
He said in a televised interview aired late Saturday that forces “are currently regrouping and will return to the battle.”
On Sunday, Rashad al-Alimi, who leads the presidential council, sought to downplay the defeats as “incidental,” according to comments published by the country’s state-run SABA news agency. The government, he said, “will remain clear and fixed on the goal of retrieving (state) institutions and of reclaiming sovereignty over all national territories.”
People fleeing the Houthi advance told The Associated Press they saw forces withdrawing and urging people to run.

The US and Israel launched attacks on Iran in February, prompting Tehran to retaliate against Israel and US military targets across the region.
Washington and Tehran reached the Islamabad understanding in June with Pakistani and Qatari mediation, but its implementation later stalled amid disagreements over the Strait of Hormuz.
The US resumed military attacks on Iran in August, with Tehran responding by striking US military assets in several Arab countries aligned with Washington.

As President Donald Trump seeks an end to hostilities with Iran, reopening the Strait of Hormuz, easing certain sanctions, and facilitating talks on Tehran’s nuclear program, one critical issue risks being sidelined: the billions of dollars owed to thousands of American victims of Iranian-backed terrorism.
Iran has been behind decades of terrorist attacks, and U.S. courts have issued default judgments against Iran totaling well over $100 billion for its material support of terrorist acts that killed and maimed Americans.
These include the 1983 Beirut Marine barracks bombing, the 1996 Khobar Towers attack, and the 1979–1981 Iran hostage crisis.
With roughly $24 billion in frozen Iranian assets at stake in the current negotiations, prioritizing these victims is not just morally imperative — it is strategically sound and consistent with American principles of justice.
It is also consistent with what President Trump and Treasury Secretary Scott Bessent have already said aloud.
American victims and their families have spent decades pursuing accountability through the U.S. legal system. Federal courts have vetted claims, entered judgments against Iran — which has largely ignored the proceedings — and affirmed Iran’s role as a leading state sponsor of terrorism.
The U.S. Victims of State Sponsored Terrorism Fund, which is financed chiefly by qualifying forfeitures, fines, and penalties from sanctions cases — and by targeted appropriations — seeks to provide some relief to those victims.
Khobar Towers and a Bureaucratic Lockout
Khobar Towers shows how incomplete that compensation remains.
On June 25, 1996, Hezbollah operatives acting with Iranian direction and material support detonated a tanker truck packed with the equivalent of roughly 20,000 pounds of TNT outside Building 131 of the Khobar Towers complex in Dhahran, Saudi Arabia, where U.S. Air Force personnel supporting Operation Southern Watch were housed.
The blast sheared off the face of the eight-story building, killed 19 airmen, and wounded hundreds more. Beginning with Judge Royce Lamberth’s 2006 ruling in Heiser, U.S. courts have found that senior Iranian leadership — including the IRGC and the Ministry of Intelligence and Security — planned, funded, and sponsored the attack.
After those rulings, Department of Justice Fund guidance told previously eligible claimants they could not submit a second application for catch-up payments. In its November 2024 report (GAO-25-107564), the Government Accountability Office found that this guidance led as many as 274 previously eligible Beirut and Khobar claimants not to apply. GAO estimated those 274 claimants would have been due about $116 million absent new legislation.
Rep. Pete Sessions, a Republican from Texas, introduced H.R. 4863, the Fairness for Khobar Act of 2025, to correct that lockout and allow those Beirut and Khobar victims to access funds already set aside for them. The bill has drawn bipartisan cosponsors and remains before the House Judiciary Committee.
Releasing Iranian assets without directing a portion — or securing Iran’s commitment to satisfy judgments — would effectively reward a regime that has evaded responsibility while American families continue to bear the human and financial costs.
Past experiences, including the 2016 sanctions relief and related fund transfers under the Obama administration, underscore the risks: critics argued that unfettered access freed resources for further sponsorship of proxies such as Hezbollah and Hamas.
Justice for victims aligns with longstanding U.S. policy. Congress has repeatedly acted to support these families through the original Victims Act, the Fairness for 9/11 Families Act that directed GAO’s Beirut and Khobar audit, and now Sessions’s Fairness for Khobar Act.
Excluding them from a major diplomatic reset would undermine the rule of law and send a dangerous message: American blood has a price, but accountability does not.
Strategic Leverage and Deterrence
President Trump’s “peace through strength” approach has historically emphasized maximum pressure on adversaries. In this deal, the frozen assets represent powerful leverage. Using or conditioning their release to compensate victims would:
- Deter future terrorism: Forcing Iran to confront the financial consequences of its actions raises the cost of sponsoring attacks.
- Strengthen U.S. credibility: Diplomacy does not come at the expense of American citizens. Victims’ advocates representing 9/11 families, Beirut survivors, and Khobar airmen have rightly expressed outrage at being sidelined.
- Support broader counterterrorism goals: Integrating victim compensation is consistent with the administration’s 2026 Counterterrorism Strategy, which treats Iran as the leading state sponsor of terror, without derailing nuclear or ceasefire objectives.
The administration has already framed the issue in those terms. On Aug. 10, President Trump wrote that Iran’s own demand for war compensation was “an interesting idea,” then flipped it:
“Now I am likewise demanding compensation from Iran, for all of the people that they have killed and gravely wounded with their roadside bombs and many conflicts, for which they are famous, as led initially by General Soleimani, including the families of those killed on the USS Cole, and thousands of others killed in combat… I have instructed my representatives to put this firmly into any, and all, future negotiations.”
Treasury Secretary Scott Bessent has said the same thing about where seized Iranian money should go. Discussing a campaign to freeze IRGC offshore accounts and luxury holdings, Bessent told Fox Business:
“We are going to go after the regime’s illegitimate assets that they have stolen from the Iranian people, and those can go back to the Iranian people, or they can go to the victims of terror, like the families of the soldiers who are on the USS Cole.”
In a July Cabinet setting, he was more direct still: sanctioned and seized Iranian funds “will be given to victims of Iranian-backed terror attacks.”
Those are not outside talking points. They are the President’s and the Treasury Secretary’s own words. A deal that unfreezes assets without a victims’ channel would contradict them.
Critics may argue that injecting victim claims complicates negotiations. History shows that durable agreements account for core injustices. Ignoring judgments against Iran would repeat past mistakes, potentially fueling more instability rather than lasting peace.
Practical Pathways Forward
The deal should explicitly address these claims. Options include:
- Prioritizing a portion of the $24 billion or equivalent for USVSST distributions or direct victim payments — the mechanism Bessent has already described for seized IRGC assets.
- Enacting H.R. 4863, the Fairness for Khobar Act, or issuing a presidential executive order so the 274 Beirut and Khobar families GAO identified are no longer locked out because of bureaucratic error.
- Requiring Iran to begin satisfying court judgments as a condition for sanctions relief, matching the president’s instruction that compensation be placed “firmly into any, and all, future negotiations.”
- Broader congressional action to block asset-release licenses until compensatory awards are addressed.
A Deal Worth Supporting
President Trump has a unique opportunity to deliver a deal that advances U.S. security interests while delivering tangible justice.
He has already demanded payment for Americans killed and wounded by Iranian-backed attacks. Secretary Bessent has already named terror victims as proper recipients of seized Iranian funds. GAO has already counted what Beirut and Khobar families are still owed. Congress already has a bill, H.R. 4863, to finish the catch-up those families were steered away from claiming.
True strength includes standing with those victims against a regime that has targeted them for generations.
Excluding compensation for state-sponsored terrorism victims would not only shortchange those who sacrificed the most — it would weaken the moral foundation of any agreement with Iran, and it would walk back the administration’s own public commitments.
The administration should seize this moment to ensure that any reset with Tehran includes real accountability. American victims deserve nothing less.
