Most people look for foreign influence at the federal border, but on July 30, a paper trail inside the Texas State Capitol proved the real beachhead might be in the state’s banking system.

While legacy news cameras chased federal soundbites in Washington, the Texas House Committee on Homeland Security, Public Safety, and Veterans Affairs quietly convened in Austin for something far more dangerous to the status quo: a methodical audit of foreign money in American backyards. This wasn’t political theater designed for a ten-second clip. It was a cold, calculated exercise in state power, laying down an evidentiary blueprint built to reclaim American land, lock down financial pipelines, and force federal agencies to answer for what they’ve ignored.

That strategy hinges on a unique Texas weapon: the interim charge. Because the state’s part-time legislature meets just once every two years, the real legislative warfare happens in these off-season hearing rooms long before the public ever sees a headline. This is where statutes are quietly pre-written, bulletproof evidence is locked into the public record, and next year’s sweeping state mandates are weaponized long before January’s opening gavel ever hits the bench.

In November 2025, Governor Greg Abbott issued a landmark executive proclamation designating the Muslim Brotherhood and the Council on American-Islamic Relations (CAIR) as foreign terrorist and transnational criminal organizations within Texas. Although CAIR and the Muslim Legal Fund quickly mounted a federal court challenge, alleging first amendment violations, Texas leadership signaled that the state would not back down from defending its borders and banking systems.

Taking the witness chair was Sam Westrop, head of Islamic Watch at the Middle East Forum and a senior fellow at the Texas Public Policy Foundation. Rather than offering political rhetoric, Westrop submitted a detailed, written filing directly into the official public record – a permanent document titled Sharia Finance in Texas.

The filing methodically detailed over a dozen financial entities operating within the state, highlighting major institutions like Guidance Residential, which reports over $2 billion in home financing, and Sharia Portfolio, with over $3 billion in globally managed assets. The record also named key operational firms and financial groups including Ijara CDC, University Islamic Financial, Amana Mutual Funds, and A Continuous Charity. Westrop’s testimony mapped out links between these domestic entities and foreign networks tied to radical Islamist currents – including Deobandi, Salafi, and Qutbist ideology – as well as state actors in Malaysia and Iraq.

More critically, the testimony traced the financial ecosystem back to the Islamic Development Bank, a multilateral financial institution whose major shareholders include the governments of Iran, Turkey, Saudi Arabia, and Qatar. According to the filed record, this global institution has quietly funneled millions into state-level non-profits, mosques, and local educational institutions – including a $3.5 million expansion of the Austin Peace Academy, located in the heart of the Texas capital.

Following Westrop, senior fellow Ammon Blair outlined actionable enforcement mechanisms for state lawmakers. Recognizing that federal authorities hold exclusive power over international terrorist designations, state officials are turning to robust transparency laws – a domain where state authority remains unchallenged.

To counter foreign influence, the proposed Texas legislative strategy focuses on a three-tier framework centered on state-level oversight and financial transparency. First, the state would mandate full financial disclosure for local entities, requiring them to reveal their governance boards, corporate structures, and foreign backers. Second, lawmakers would establish systematic state-level vetting, subjecting any organization seeking tax privileges, state contracts, or land acquisitions to rigorous audits. Finally, the framework applies network-level enforcement, allowing regulators to track and restrict entire foreign-tied funding pipelines rather than evaluating entities in isolation.

The proposed framework urges state lawmakers to:

1. Build a State-Level Transparency Registry: Mandate comprehensive disclosures revealing who finances local institutions, who sits on governance boards, and where capital originates.
2. Implement Network Auditing: Require thorough vetting for any organization seeking state contracts, tax privileges, or land acquisitions, treating foreign-backed funding networks as unified systems rather than isolated entities.
3. Impose Strict Penalties: Enforce clear statutory consequences for organizations with verified ties to hostile foreign interests or designated foreign threats.

While representatives for the named financial entities maintain that their operations are fully compliant with standard commercial banking rules, and CAIR continues to dismiss state actions as political maneuvering, the official state record tells a clear story.

Attorney General Ken Paxton’s escalating lawsuit to strip CAIR of its ability to operate on Texas soil isn’t just local legal drama—it’s the frontline of a quiet revolution. States are finally realizing they don’t have to wait for Washington’s permission to defend their borders, their land, and their financial systems from unvetted foreign capital.

BAGHDAD — Iraq’s government raced Saturday to contain the fallout after Iran -backed militias were accused of attacking a key Saudi oil pipeline, shutting down the top global oil producer’s alternative to the Iranian-threatened Strait of Hormuz.

Though an umbrella group of Iran-backed militias in Iraq denied their involvement, Iraq’s government confirmed the attacks had originated from its territory, pledged to investigate and dismissed two senior officials.

The attack on the East-West pipeline came as Iran-backed Houthi rebels in Yemen put further pressure on neighboring Saudi Arabia and its shipping, reaching the Bab el-Mandeb Strait at the southern end of the Red Sea, through which around 12% of global trade passes.

Regional officials have told The Associated Press that the Houthis and the Iraqi militias recently coordinated attacks on Saudi oil facilities, which led Saudi Arabia and the United States to bomb Iranian-backed militias in Iraq in July.

As the latest events threaten even higher global oil prices after six months of war, U.S. President Donald Trump said Iran was “probably” responsible for the pipeline attack, but tried to calm concerns.

“The Houthis called us, and they don’t want to fight with us,” Trump said. “They would much prefer not having us involved, and they’re letting most ships go through.” He said his administration has had “discussions” with the Houthis, but the White House didn’t say when. His administration engaged in at least one round of talks in May 2025.

“We are not in war with Saudi Arabia, and the Houthis have their own problems,” Iranian President Masoud Pezeshkian told India Today TV on the sidelines of the BRICS summit in India.

Iraq wants non-state groups there to disarm

Saudi Arabia shut down the cross-country oil pipeline on Friday as a “precautionary measure” after it came under drone attack the day before. It said several drones came from Iraq but the kingdom would not retaliate, to give the Iraqi government “an opportunity to take the necessary measures.”

The group of Iran-backed militias in Iraq denied they were responsible, while praising the Houthis for their “ongoing battlefield victories against Saudi forces.” The statement said they would cooperate with the Iraqi government’s investigation.

Iraqi Prime Minister Ali al-Zaidi said he had ordered the investigation into the operations command of Maysan province, along the border with Iran, and dismissed the province’s commander. His office later said the provincial police chief also was dismissed.

Iraq, under mounting pressure, had earlier set a Sept. 30 deadline for non-state groups to disarm, but several of the most powerful militias have said they will not comply, including the Iran-backed ones. Iran-backed Iraqi militias have struck U.S.-linked targets inside and outside Iraq since the U.S. and Israel attacked Iran on Feb. 28.

Meanwhile, in a decision possibly linked to the investigation, Iraq closed two key border crossings with Iran, Iraq’s state-run news agency reported. Valiollah Hayati, deputy governor of Iran’s southwestern Khuzestan province, said Shalamcheh and Chazabeh crossings were closed.

Global shipping becomes even more challenged

Several regional countries including Kuwait, the United Arab Emirates, Oman, Egypt, Lebanon and Turkey condemned the pipeline attack.

By early June, Saudi Arabia had more than doubled oil exports from the Red Sea port at the East-West pipeline’s end to more than 5 million barrels per day, according to the International Energy Agency.

The pipeline’s closure means Saudi Arabia can’t send out its oil via the Suez Canal to the north, which had become an increasingly popular option with Iran threatening the Strait of Hormuz and the Houthis now positioned at the Bab el-Mandeb.

While the Houthis have said they are only targeting Saudi shipping after their swift advance down Yemen’s Red Sea coast to the strait, markets remain wary.

“There’s actually not necessarily all that much that the Houthis need to actually do. Having the threat there is very powerful because you get insurance companies becoming nervous about putting ships through that area,” said Sarah Phillips, a fellow with the Sanaa Center for Strategic Studies.

Iran says regional countries meet Monday on the strait

Iran has said a regional meeting is planned Monday between the foreign ministers of Iran and other Gulf countries about talks between Tehran and Oman - located on the other side of the Strait of Hormuz - on managing shipping there.

Commercial ship traffic remains low on what had been considered an international waterway before the war. Iran has expressed interest in having ships pay fees for transit. It has said traffic into the Persian Gulf from the Gulf of Oman would pass entirely through Iranian waters, while the outbound route would pass partly through Iranian waters and partly through Oman’s territorial waters.

“The waterway would be opened up on the condition that the U.S. will terminate its blockade,” Iran’s president said in his interview with the Indian broadcaster. The U.S. military on Saturday said its forces had redirected 100 commercial vessels over the past 60 days.

Bahrain, however, said it will not attend any group meeting including Iran before the restoration of diplomatic relations between the countries.

Iran is facing two very different leadership stories.

Inside the Islamic Republic, the question of who can lead the country, and whether the system can maintain cohesion around that leadership, has become increasingly difficult to answer. Supreme Leader Mojtaba Khamenei has not appeared publicly for roughly six months, leaving much of his political role to speculation. President Masoud Pezeshkian has meanwhile faced growing criticism from different factions as Iran confronts the consequences of war, economic collapse, and deepening social pressure.

On September 6, as Iran’s ruling system struggled to project unity at the top, the People’s Mojahedin Organization of Iran (PMOI/MEK) marked the start of its 62^nd year of founding by choosing a new secretary-general.

The contrast is striking.

According to the organization, Mahnaz Maimanat was elected through a three-stage internal voting process involving members in seven countries. She received 56 percent of the vote in the first round, 85 percent in the second, and was elected by a near unanimous majority in the final round. Zahra Merrikhi, who had served as secretary-general, was subsequently introduced as the chair of the organization’s Central Council, pursuant to the organization’s rules of procedure.

Whatever one’s political assessment of the PMOI, the institutional question is difficult to ignore. The organization has demonstrated a mechanism for transferring a senior leadership responsibility while preserving its wider structure.

That matters because succession is becoming one of the Islamic Republic’s central vulnerabilities.

Mojtaba Khamenei’s prolonged absence has become more than a matter of public visibility. Reuters reported in late August that he had not appeared publicly for six months and that his absence had raised questions about the functioning of the new leadership. Pezeshkian has also acknowledged difficulties in dealing with the new Supreme Leader. Different factions have been arguing over the government’s handling of the war and the country’s worsening conditions.

The economic picture makes the political problem more dangerous.

Iran’s currency has fallen to extraordinary lows, inflation is approaching 70 percent, and food prices have risen dramatically. Oil exports, a crucial source of revenue, have been severely constrained by the war and intensified American economic pressure. Fuel shortages have produced long queues at gas stations, while officials face the politically explosive question of subsidies and fuel prices.

These are not merely economic indicators. They determine how much political room the government has to maneuver.

Cutting subsidies can provoke public anger. Maintaining them drains resources. Raising fuel prices recalls the unrest of 2019. Blaming the crisis on foreign enemies does not resolve the increasingly visible question of who is responsible for governing.

Iran’s ruling establishment is therefore confronting two related problems: pressure from below and uncertainty at the top.

The PMOI’s leadership transition offers a contrasting political image.

Maimanat is not a newcomer suddenly elevated to prominence. According to the organization, she joined its executive leadership in 1989, became a member of its Leadership Council in the early 1990s, joined its Central Council in 2014 and served as a senior deputy to the secretary-general since 2021.

That continuity is significant.

Political movements are often judged by their ability to mobilize people during moments of crisis. They are judged less frequently by what happens when leadership itself has to change. Yet succession can reveal more about an organization’s institutional capacity than a rally or declaration.

The broader Iranian opposition, including the National Council of Resistance of Iran (NCRI), has for decades argued that the Islamic Republic is vulnerable not simply because of economic hardship or public dissatisfaction, but because its political structure has become incapable of resolving the contradictions it has created.

Maryam Rajavi, the NCRI’s president-elect for the transition period, welcomed Maimanat’s selection, describing her as a woman of noble character.

For Western governments, however, the significance of today’s event should be seen in the context of what happens when Iran eventually enters a period of political transition.

For years, Western policy toward Iran has concentrated overwhelmingly on the regime’s behavior: its nuclear program, missiles, regional proxies, human-rights abuses, and now its conduct of war.

Another question increasingly deserves attention: what political forces in the Iranian opposition have the organization, leadership structures, and continuity necessary to operate if the existing order begins to fracture?

An organized opposition does not automatically become the government of a future Iran. Political transitions are unpredictable, and no opposition movement can simply declare its own future legitimacy.

But organization matters.

A regime can survive military strikes and economic pressure for a considerable period. It becomes much harder to survive when its institutions lose the capacity to manage succession, maintain cohesion, and respond to pressures from society.

The opposition’s democratic elections offer an unusual juxtaposition. In Tehran, Iran’s rulers are struggling with the political consequences of a leadership crisis, economic exhaustion, and internal disputes. In the opposition camp, an organization founded 62 years ago has carried out a leadership transition while maintaining its institutional structure.

The difference is not yet a verdict on Iran’s political future.

But there is a question Western policymakers can no longer afford to ignore: who possesses the organization, nationwide networks, leadership, and resilience to turn the Islamic Republic’s deepening crisis into a nationwide uprising capable of bringing down the regime?
