On this day, the 25th anniversary of the 9/11 Islamist attack on our nation, we honor the memory of 2,977 victims who died in the September 11, 2001, terrorist assaults. The victims were murdered by 19 Islamist al-Qa’ida terrorist hijackers, who used four commercial flights to kill their victims.
On the evening of September 10, those victims prepared for the next day’s work and travel. The 11th dawned as a beautiful, clear day across the Eastern Seaboard, with unlimited ceiling and visibility. It started as an ordinary day for each of those victims, but only one would live beyond 10:30 on September 11 — a Pentagon victim who died six days later.
As I noted in my column this week, “9/11: The Islamist Threat Is Still a Clear and Present Danger,” at 08:46, the deadly chronology of events began when American Airlines Flight 11 from Boston crashed into the north tower of the World Trade Center.
At 09:03, as millions of Americans watched live coverage in disbelief, United Airlines Flight 175 from Boston crashed into the south tower. Both buildings were saturated in burning jet fuel, and hundreds of people were trapped above the impact zones. Almost 50,000 people worked in the two towers, and the attackers wanted the loss of life to be tenfold the actual loss.
At 09:37, American Airlines Flight 77 from nearby Dulles International Airport crashed into the Pentagon, killing 59 passengers and crew, and 125 in the Pentagon.
And at 10:03, United Airlines Flight 93 from Newark, New Jersey, crashed near Shanksville, Pennsylvania, southeast of Pittsburgh.
As it turned out, passengers aboard Flight 93 were aware of the other attacks. They formed the first line of defense to protect our homeland in the coming battles against Islamist terrorism, forcing Flight 93, which was likely headed for the Capitol, to crash.
At 10:05, millions of Americans witnessed in real time the south tower of the World Trade Center collapsing onto the streets below. At 10:28, the north tower collapsed.
In 79 minutes, it was over. But the consequences were just emerging and will never subside.
In addition to the 2,977 people who were murdered in those attacks, there were more than 6,000 others injured, and many more with the invisible injuries of trauma and loss. Many more would die related to health conditions associated with Ground Zero.
The overwhelming majority of the victims were civilians.
But in New York, there were 441 first responders killed in the World Trade Center attacks. Among them were 344 members of the New York City Fire Department and Fire Patrol. There were 72 law enforcement officers killed, including 37 officers from the Port Authority of New York and New Jersey, 23 officers from the New York City Police Department, and 12 officers from other agencies. And there were eight EMTs and paramedics killed that day.
They perished attempting to save others, which is to say they made a choice to go into those buildings knowing there was imminent danger of catastrophic failure, and put the lives of others above their own.

They were fathers and mothers, brothers and sisters, and sons and daughters.

On the evening of September 10, those victims prepared for the next day’s work and travel. Since 9/11, the U.S. has thwarted scores of planned Islamist attacks on our nation. But their surrogates have continued to add assaults to their indiscriminate and murderous record — including Jihadi murders in San Bernardino, Fort Hood, Orlando, Boston, Chattanooga, Little Rock, and Manhattan. Many cities around the world have suffered Islamist mass attacks, including London, Paris, Berlin, Brussels, Madrid, Manchester, Nice, Bali, Mumbai, Sri Lanka, Nairobi, Ankara, Belsan, and others.
25 years later, the Islamist threat is still a clear and present danger.

The nation is pausing on Friday to mark the 25th anniversary of the Sept. 11, 2001, terrorist attacks with solemn ceremonies across the country to honor the 2,977 people killed that morning and the thousands more who have died since from related illnesses.
At ground zero in Lower Manhattan, the former site of the World Trade Center, the commemoration begins at 8:30 a.m. Family members will read aloud the names of the 2,983 people killed at the site — victims of the 2001 attacks, as well as the six people who died in the 1993 bombing of the World Trade Center.
Presidents Bill Clinton, George W. Bush, Barack Obama and Joseph R. Biden are expected to attend the event along with Vice President J.D. Vance. President Trump will attend a ceremony at the Pentagon, which had also been attacked that day 25 years ago.

“We just decided as a team that I would go to New York for 9/11 and the president would stay here in D.C., of course, to commemorate what happened at the Pentagon, because that was a critical part of the tragedy of 9/11 as well,” Mr. Vance told reporters last week.
None of the former presidents nor Mr. Vance will be speaking at ground zero because of the memorial’s rule banning political speeches at the location.
The reading of victims’ names will be punctuated by moments of silence, starting at 8:46 a.m. in observance of when hijacked American Airlines Flight 11 struck the North Tower. For the first time, there will be a seventh moment of silence to honor those who died from 9/11-related illnesses and injuries.
Other moments of silence include when United Airlines Flight 175 struck the South Tower, American Airlines Flight 77 hit the Pentagon, United Flight 93 went down near Shanksville, Pennsylvania, and when each tower of the World Trade Center fell.
At the Pentagon, Mr. Trump will deliver remarks about the heroes who stepped up that day. He also spoke at the Pentagon last year.
The last time Mr. Trump visited ground zero was as a presidential candidate in 2024, when he stood alongside Mr. Vance, Mr. Biden and then-Vice President Kamala Harris.

The U.S. Army hosts the Pentagon ceremony, which honors the 184 people killed when Flight 77 struck the building. Although the ceremony is closed to the public, it will be broadcast live.
In Shanksville, the National Park Service will hold its annual Sept. 11 observance at the Flight 93 National Memorial. Transportation Secretary Sean Duffy will represent the administration at the ceremony.
Veterans Administration Secretary Doug Collins participated in the ceremony last year.
The program will include a reading of the names of the 40 passengers and crew members killed when the hijacked plane crashed into a field after passengers stormed the cockpit.

President Trump honored the victims and heroes who came “face to face with true evil” during the Sept. 11 terror attacks on a clear blue morning 25 years ago and said the fight against Islamic terror remains vital today.
Speaking at the Pentagon, Mr. Trump on Friday recounted personal stories of the victims and witnesses on that fateful day in 2001. He said the U.S. must continue to thwart its enemies, a direct allusion to the war against the Islamic regime in Iran.
“We will never, ever forget,” Mr. Trump said. “That’s why we fight today. We don’t have a choice. There can only be victory. We fight hard. We fight to win.”
He said the U.S. is being “tested today, and we’re winning that test, very handily.”

“The Islamic republic of Iran will never, ever have a nuclear weapon,” Mr. Trump said to applause from the audience.
The president sat quietly with first lady Melania Trump while officials read the names of those who died when the plane hit the Pentagon, with the toll of a bell between each reading.
Hijackers took over American Airlines Flight 77 and flew it into the Pentagon, killing 125 people in the building and 59 passengers and crew aboard the plane.
The attack was part of a series of al Qaeda-sponsored terror attacks that morning that included a massive attack on the World Trade Center in lower Manhattan and the crash of United Airlines Flight 93 in Shanksville, Pennsylvania.
Nearly 3,000 people were killed.
“September 11 reminded us of the terrible power of hate. The 25 years since have shown us the even greater power of the American spirit to endure and prevail and to win,” Mr. Trump said.

The United States Marine Band opened the Pentagon ceremony with the national anthem while Mr. Trump stood and saluted.
The ceremony was also attended by Defense Secretary Pete Hegseth, Chairman of the Joint Chiefs of Staff Gen. Dan Caine, Homeland Secretary Markwayne Mullin and former Secretary of State Condoleezza Rice, who served as national security adviser under President George W. Bush at the time of the terror attacks.
Ms. Rice recounted how she, at first, thought a plane striking the World Trade Center had been a “strange accident.”
“But within 17 minutes, a second plane hit the World Trade Center,” she said, recounting the scramble among senior officials to understand the situation.
“There was no doubt, the United States of America was at war,” she said. “Today, we remember the thousands of innocent lives that were tragically taken 25 years ago. And here at the Pentagon, we feel the presence of 184 souls who were lost. Behind every name that we recite, there is a story, a life that mattered, a future unfulfilled.
“I will always carry deep personal remorse for the pain that you, the families of the fallen, still feel, and for the trauma that our country endured.”
The president’s son Donald Trump Jr., Attorney General Todd Blanche, Energy Secretary Chris Wright and Education Secretary Linda McMahon also attended the ceremony.

OPINION:
Twenty-five years after Sept. 11, 2001, Americans have absorbed the reforms that followed that terrible day: intelligence sharing, biometric borders and aviation security.
What most have forgotten is that the 9/11 Commission closed its work with an explicit instruction to the United States government, and that instruction was never carried out. It concerned Iran.
What the commission found
On Pages 240 and 241 of its final report, the commission documented substantial, specific evidence that Iran and its proxy Hezbollah facilitated the travel of the Sept. 11, 2001, hijackers.
Eight to 10 of the 14 “muscle” hijackers moved through Iran from October 2000 through February 2001, and Iranian inspectors were instructed not to stamp their passports, keeping their documents clean for U.S. visas.
A senior Hezbollah operative accompanied several on flights out of Saudi Arabia.
The evidence surfaced late, from National Security Agency intercepts found roughly two weeks before the commission’s statutory deadline. There was no time to run it to ground, so the commissioners put it in writing: “We believe this topic requires further investigation by the U.S. government.”
Neither the George W. Bush administration nor subsequent administrations conducted that investigation. For more than two decades, the one lead flagged by the commission as unfinished has sat untouched.
The record and what it meant
I know this record firsthand. As the 9/11 Commission’s border counsel, a principal author of its staff monograph “9/11 and Terrorist Travel” and a contributor to its recommendations, I traced how the hijackers acquired their identities and travel documents.
I established that the government’s own records tied the men on the flight manifests to lawful entries through U.S. airports. What I concluded (and named) was terrorist travel — because to terrorists, documents are as important as weapons.
Years later, I carried that record further in a sworn expert affidavit for Havlish v. Iran. Iran’s facilitation of at least eight hijackers was not passive; it was essential material support that directly enabled the attacks. The terrorists’ transit through Iran required the complicity of Iranian officials.
Two of my commission colleagues also joined the case.
A federal court’s verdict
In December 2011, the U.S. District Court for the Southern District of New York found Iran, its Ministry of Intelligence, the Islamic Revolutionary Guard Corps and Hezbollah jointly liable for the Sept. 11 attacks.
The record named what the commission had not: The “senior Hezbollah operative” who traveled with the hijackers was Imad Mughniyah, Hezbollah’s operational chief and Iran’s liaison to al Qaeda, who had killed more Americans than any other terrorist before Sept. 11 and remained among the world’s most wanted until he was killed in Damascus in 2008.
The court traced the enterprise to a 1993 meeting in Khartoum that bridged the Shiite-Sunni divide by uniting them against a common enemy. Among the witnesses was Abolghasem Mesbahi, a former senior Iranian intelligence officer who had warned German intelligence in advance that Iran had activated a long-planned operation to crash civilian aircraft into American cities.
The court credited Mesbahi’s testimony that an Iranian intelligence front company installed a flight simulator loaded with Boeing aircraft software at the Doshan Tappeh Air Base in Tehran. The purpose was to train the hijackers on the aircraft they would later fly.
I wrote about that judgment in these pages when it came down, in “What Now? Court: Iran, Hezbollah Partly Responsible for 9/11.”
Still, Washington moved on.
A federal court reached a finding of state responsibility for the worst attack on American soil. Yet Congress has still never held a formal, dedicated hearing on the Iran-9/11 nexus.
A pattern, not an isolated act
The alliance the court traced to Khartoum was not built for Sept. 11 alone. It was the operational foundation for the attacks that came before: Khobar Towers, the USS Cole and the U.S. Embassy bombings in East Africa. Each was carried out with Iranian and Hezbollah support.
For 20 years, American policy treated al Qaeda as the primary actor, never fully accounting for the state sponsor behind it.
The unfinished question
This year, for the first time since 2004, there is a formal congressional vehicle to address this. The House Permanent Select Committee on Intelligence and the House Homeland Security Committee are conducting a bipartisan review of where the commission’s recommendations stand a quarter of a century on.
This belongs on that list: the recommendation the commission expressly marked unfinished and referred for further investigation, still unaddressed.
This is not a call to relitigate foreign policy or wade into today’s headlines. It is a call to finish one sentence on page 241: Establish, on the record, a clear and accountable understanding of Iran’s role in Sept. 11.
That understanding would leave the U.S. and our allies better informed about the regime’s intent and its long practice of hiding behind al Qaeda and Hezbollah to mask its own ambitions against us.
The world needs that data point to see what Iran’s leadership actually seeks, past the hyperbole it uses to divert attention.
We were told, in the commission’s own words, that this topic required further investigation. Twenty-five years is too long to leave that instruction unanswered.

In recent weeks, the United States has succeeded in loosening Iran’s grip over the Strait of Hormuz while virtually shutting down Iran’s own oil exports, accelerating its economic free fall.
But the war launched by the U.S. and Israel in February — intended to last a few weeks — is still far from over, and the stalemate is costly for both sides. An agreement reached in June quickly crumbled, with no sign of diplomatic progress since then. Low-level fighting persists, and the U.S. does not seem to have an exit strategy.
The mounting economic pressure on Iran has yet to stoke an uprising, and if its leaders are backed into a corner, they may opt for military escalation rather than capitulation. Their Houthi allies in Yemen have meanwhile stepped up attacks on Saudi Arabia, helping to push oil prices back up.
The price of a barrel of Brent crude, the international benchmark, surged above $100 this week, and diesel — heavily used in transport and farming — hit a record, potentially stoking inflation. U.S. President Donald Trump has acknowledged that gas prices are likely to stay high through the midterm congressional elections.
“Unfortunately, the U.S. is not winning in the war with Iran despite its limited success in loosening Iran’s grip over the strait and the devastating impact on Iran’s economy,” said Mona Yacoubian, a Middle East expert at the Center for Strategic and International Studies in Washington.
“Iran shows no sign of backing down, and instead has demonstrated a willingness to not only fight back, but escalate wherever it can. The war is likely to be protracted with no clear victor.”
Iran loses leverage as oil moves through the Strait of Hormuz
Iran effectively closed the Strait of Hormuz — through which a fifth of the world’s traded oil and gas transits in peacetime — in the opening days of the war, using the worldwide economic shock as leverage. Meanwhile, it continued to export its own oil, mainly to China.
But in recent weeks, the balance has reversed. A U.S. blockade has virtually halted Iran’s exports, while the American military has facilitated greater exports by Gulf countries, according to figures compiled by Homayoun Falakshahi, an oil expert at Kpler, a global trade monitor.
He found that Iran’s oil exports had dropped from 1.85 million barrels a day last spring to around 255,000 in August. Exports of non-Iranian oil rose from 300,000 barrels a day at the height of the war to 8.4 million in September, and exports through alternative routes took that number to 10.8 million.
U.S. Energy Secretary Chris Wright boasted of similar figures on Sunday, saying “we’re probably two-thirds or more of preconflict flows.” Non-Iranian exports were at around 14 million barrels a day before the war, according to Falakshahi.
But the increased flow depends on a major U.S. deployment in the strait that has strained the military’s resources. The unpopular war has already cost U.S. taxpayers more than $37.5 billion and left 18 U.S. service members dead, and is expected to weigh on Republicans in November’s election.
Tehran could escalate in other ways
The tightened blockade and new U.S. sanctions are already taking a heavy toll on Iran’s economy, driving up prices and causing even longer lines outside gas stations.
But so far, it’s shown no sign of pushing the country’s increasingly hard-line leaders to make concessions on the Strait of Hormuz, Iran’s disputed nuclear program or its support for armed groups in the region.
“Washington’s main problem is that it still lacks a theory of victory: More ships are getting through, and Iran is hurting, yet none of that has produced a political outcome,” said Ali Vaez, an Iran expert at the International Crisis Group think tank.
Iran has continued to attack ships in the strait, drawing limited U.S. strikes on its coastal areas and then responding with missile attacks on Arab countries hosting U.S. forces. Trump recently dismissed the conflict as “small potatoes.”
But with the U.S. supply of sophisticated interceptors showing strain, Iran could be tempted to escalate its attacks — or respond through regional proxies.
The Iran-backed Houthis launched a wave of attacks on Saudi oil facilities this week as part of a conflict that goes back more than a decade but has heated up in recent weeks. The Houthis are also attacking Saudi shipping, threatening its oil exports and a crucial trade route through the Bab el-Mandeb chokepoint leading to the Red Sea and the Suez Canal.
The Houthis have damaged Saudi Arabia’s Jizan refinery, a large supplier of diesel and jet fuel to Europe, Falakshahi said. The volume of Saudi oil passing through the Bab el-Mandeb bound for Asia has plunged from around 3.4 million barrels a day in June to just 128,000 in August, according to Kpler’s figures, though it has recovered slightly to some 700,000 barrels per day in September.
“Tehran has repeatedly signaled that it will respond to growing U.S. pressure by moving up the escalation ladder, not by backing down,” Danny Citrinowicz, a senior researcher at Israel’s Institute for National Security Studies and a former Israeli intelligence officer focused on Iran, wrote on X.
“Iran will not simply accept an indefinite maritime blockade, nor will it allow Washington to impose mounting economic costs without imposing costs of its own,” he wrote.
