President Trump predicted in March that his military “excursion” into Iran would last several weeks.
Instead, he’s been trapped in a doom loop of violence and negotiations for nearly half the year, hamstrung by an aversion to deploying U.S. ground troops and the tenacity of a regime that’s been on a war footing for decades.
That cycle was on display Tuesday as a Pakistani mediator hailed progress toward a peace deal after yet another meeting with Iran’s foreign ministry — even as Tehran hard-liners made new demands, Iran-backed rebels fired on ships in the Red Sea and the U.S. Navy used Hellfire missiles against a Panama-flagged vessel to enforce its blockade of Iranian ports.
Oil prices rose and U.S. stocks dove despite word of an emerging deal, a sign that investors are growing skeptical of repeated claims of progress.
Mr. Trump insisted he will achieve his goal of keeping a nuclear weapon out of Tehran’s hands. But the conflict has lasted longer than promised, making it appear as if he is stuck in “a problem of his own making,” said Gordon Gray, a former U.S. ambassador to Tunisia and professor of Gulf and Arabian Peninsula affairs at George Washington University.
He said Mr. Trump relied heavily on Israeli Prime Minister Benjamin Netanyahu’s belief the Iranian regime could be toppled, and sidelined experts in favor of his gut instincts.
Most importantly, “he was emboldened and made overconfident by the success of the operation in Venezuela to capture [Nicolas] Maduro,” Mr. Gray said, referring to the January raid to arrest and extradite the strongman president to the U.S. on drug-related charges. “If he had thought it through, he would have realized there is a vast difference between Venezuela and Iran.”
Iran’s Islamic regime has been in a war posture on and off since it seized control of the country in 1979, including a major conflict with Iraq. The lack of an embassy or U.S. presence during those decades also makes it harder to gather on-the-ground intelligence compared to places like Venezuela.
Mr. Trump says the U.S. retains the upper hand, militarily and economically, and that he will not accept a bad deal with Iran, even with war polling poorly and the midterm elections looming.
Yet political pressures hang over his wartime decisions, particularly regarding the commitment of ground forces that might be needed to upend the hard-line regime in Tehran.
“Similar to all presidencies since the aftermath of the 1991 Gulf War, Trump is executing this campaign with one hand tied behind his back,” said Ludovic Hood, a senior fellow at the Hudson Institute, a Washington-based think tank. “Political constraints and hesitation, particularly in the lead-up to the midterms, all but prevent him from bringing the necessary force to bear to change the regime’s calculus or behavior.”
That leaves the U.S. reliant on air power, though experts say airstrikes alone are unlikely to change the regime’s behavior.
Mr. Trump is “smart enough to realize that committing ground troops would not only be massively unpopular at home, but also hopefully he realizes that the terrain of Iran, the size of the country and the number of people who live there would make it very, very difficult for the U.S. military to prevail,” Mr. Gray said. “It’s not Iraq, in other words. And look how difficult Iraq was.”
Mr. Trump had reason to be confident about the air campaign early on. The first day of strikes killed Iran’s supreme leader and decimated military infrastructure, though the regime replaced the ayatollah with his son, Mojtaba Khamenei, leaving the hard-line regime in place.
Iran clamped down on oil traffic in the Strait of Hormuz, transforming the conflict into a drawn-out battle of economic leverage and unleashing a seemingly endless cycle of near-deals and military threats.
“I think there is a chance we may have a deal today or tomorrow to open the strait and move towards a more normalized position in this conflict,” Treasury Secretary Scott Bessent told CNBC on Aug. 4.
No deal arrived that day, or the next or the next, leaving Wall Street and commercial shippers in limbo.
Tehran upped the ante over the weekend by saying the U.S. had to meet a series of demands, from lifting its maritime blockade to paying war reparations, for Iranian forces to ease off the Strait of Hormuz.
Mr. Trump responded that if anyone should pay reparations, it is Iran for its years of terror in the Middle East and against its own people.
“If there are damages to be paid, I think Iran should pay those damages,” Mr. Trump said Monday in the Oval Office.
The new demand seemed to complicate the path to a deal, only for Pakistan’s defense minister Khawaja Asif to point to progress in reaching a pact.
“Things are shaping up again in favor of a peace arrangement or a deal,” he told Bloomberg. “The signals in the last two, three days are that we are close to some sort of an arrangement.”
But if anything, Iran’s hard-liners seemed to dig in on Tuesday.
Mohsen Rezaei, newly appointed secretary of Iran’s Supreme National Security Council, told Chinese Ambassador to Iran Cong Peiwu that his country would not relinquish control of the Strait of Hormuz unless the U.S. lifted its naval blockade, according to a readout of the meeting.
“If an agreement is reached between Iran and Oman regarding the passage route in the Strait of Hormuz, this agreement will be separate from the issue of closing the Strait of Hormuz,” he said in comments first published by state-affiliated media.
Hard-liners in the country have expressed extreme skepticism about continuing to negotiate with the U.S. and insist that the economic pressure resulting from the closure of the Strait of Hormuz will eventually force Washington to sue for peace.
The average U.S. price of gas stood at $4.01 per gallon on Tuesday, roughly unchanged from a week ago but a 35% increase from when the war started, according to the AAA motor club.
“Trump and his administration officials repeatedly promised Americans that gas prices would come down this summer, but now Labor Day weekend is right around the corner, and there’s no relief in sight,” Democratic National Committee spokeswoman Kendall Witmer said.
Mr. Trump says economic pain will be short-lived and the U.S. retains the ability to “decapitate” Iran with a heavy assault. For now, he seems to be relying on economic pressure to grind down his Iranian foes, hoping it turns the tide against the Islamic regime.
“On the one hand, Trump would likely take a deal that put long-term and verifiable constraints on Iran’s nuclear program and largely reopened the Strait of Hormuz,” Mr. Hood said. “On the other hand, I suspect he knows that the somewhat divided regime is playing hardball, if not overplaying its hand, and moreover, the regime is on the ropes insomuch as the economy is cratering and a deeply disillusioned and increasingly angry populace may well vent their frustrations again soon.”

WASHINGTON (AP) — President Donald Trump likes to say that he started his war with Iran after 50 years of economic pressure had failed to stop its nuclear weapons ambitions — but he’s now betting that another financial squeeze can bring an end to that war.
Trump’s administration is hoping that months of bombing have pushed Iran’s economy to a breaking point that will force its leadership to cave to demands to end its nuclear program and fully reopen the Strait of Hormuz to oil and natural gas tankers.
The Republican president on Monday said that since Iran is seeking compensation as part of any peace talks, he now intends to demand the same for the U.S. side. It’s part of a larger pivot this weekend by Trump to argue that Iran is now on the cusp of financially collapsing, even though it has already endured decades of financial sanctions, which are often a longer-term strategy rather than an immediate tool of warfare that can halt a conflict.
The shift comes as U.S. stockpiles of key weapons have dwindled and as stop-start talks seem again to have stalled. But Trump insists the pressure can lead to a breakthrough.
“Yeah, they can make trouble, but they’re broke,” Trump told reporters. “They have no money. You know, Iran is broke, totally broke. And, they’re not paying their soldiers. They have inflation of 300%.”
Inflation is running high in Iran, although Trump’s estimates were higher than what administration officials have been citing to reporters. But the prospect of a longer war also carries inflation risks for other nations, including the U.S., where the war and higher gasoline prices are unpopular.
Crude oil prices climbed on Monday as investors interpreted Trump’s comments as a sign that fewer ships would be traversing the Strait of Hormuz, continuing to limit global supplies of gasoline, jet fuel, natural gas and other forms of energy. The Iran war largely closed the waterway involved in shipping roughly 20% of global oil supplies before the conflict — and attempts to reopen the strait have been short-lived as it has become a source of leverage for the Iranians in negotiations.
Iran does not appear to be publicly intimidated by the prospect of more financial sanctions.
“Whenever Washington proves itself incapable of pursuing diplomacy, it retreats into sanctions; and whenever those sanctions fail to produce results, it simply increases the dose,” said Esmail Baghaei, spokesman for Iran’s Foreign Ministry, on social media. “The real risk is that American politicians, clinging to this bad habit, will instead strangle their own remaining chances of a less humiliating exit from a crisis of their own making.”
The White House has called this Operation Economic Fury
The president didn’t say what additional financial pressure would be applied, but the administration has since April 16 been engaged in what it calls Operation Economic Fury against Iran. Treasury Secretary Scott Bessent called this component the “financial equivalent” of a bombing campaign as the countries that buy oil from Iran or bank with it could be sanctioned.
But one problem with this pivot is that the sanctions are unable to bite as quickly as the impact of the largely shuttered strait, said Richard Nephew, a senior research scholar at Columbia University who helped direct Iran sanctions strategy in the Obama administration.
Nephew stressed that the value of sanctions as a tool is limited because Trump has not articulated clear strategic goals for the war, at times stressing that it can’t have a nuclear weapon, then emphasizing the strait and then talking about ballistic missiles. Instead, Trump has engaged in a massive series of aerial assaults and a level of destruction that has not produced the quick end that he initially promised.
“Economic pressure is a possible element in his strategy, but he’s yet to explain the purpose,” Nephew said. “Trump has systematically weakened his own hand through his inadequate use of force, inarticulate elucidation of an objective, and vacillation on negotiations.”
Still, the sanctions and the ongoing U.S. naval blockade of Iranian ports give the U.S. economic and financial leverage, said Juan Zarate, a deputy national security adviser in the George W. Bush administration. Zarate said the U.S. sanctions threatening third-party countries doing business with Iran also have an impact. But these things take time, he noted.
“The ultimate question will be how far the United States is willing to go to constrict Iran’s oil trade and threaten third countries with severe sanctions -- and whether it has the patience to test whether the economic pain will change the regime’s behavior,” Zarate said.

Trump’s latest pivot to economic issues with Iran is something of a flip-flop. Trump has long derided past presidents who used sanctions to limit Iran’s economic ability to pay for its military and nuclear development. In a speech last week in Las Vegas, he defended the bombing, missiles and drone attacks that began on Feb. 28 by indicating that the sanctions from previous administrations that date back to November 1979 had failed to succeed.
“It’s been 47 years, but really, it’s been 50 years because they’ve been saying 47 for three years, it’s been 50 years,” Trump said. “And no other president has done what you should have done a long time ago, because Iran cannot have a nuclear weapon, can’t have it.”
The Iranian economy has suffered gravely because of the war, with the International Monetary Fund estimating the overall economy shrinks by 5.4% and the Iranian government recently reporting an annual inflation rate of 88.6%. The U.S. Treasury Department said average loadings of Iranian oil have decreased from 1.8 million barrels per day before the war to less than 500,000 barrels per day over the past month.
The U.S. economy — the world’s largest — has continued to grow, but inflation is elevated and borrowing costs have risen in ways that have hurt Trump’s popularity and led to disapproval of the Iran war.
A senior U.S. official, insisting on anonymity to discuss strategy, said the U.S. military has set back Iran’s ability to produce, sell and ship oil and other energy resources. The administration sees the naval blockade of the strait and sanctions as effective and views Trump as having additional options that can be cranked harder in the weeks and months ahead.
Trump is essentially arguing that U.S. voters are better able to tolerate any economic inconveniences than Iranians, who have been in a state of economic hardship for years.
“It’s not just what the military can do — we’ve got the most powerful economy in the world as well,” Defense Secretary Pete Hegseth said Monday in a joint appearance with Bessent. “And when you’ve got a motivated treasury secretary who can pull a lot of levers because he knows how to do it, you can put a lot of pressure on adversaries.”

Iran reiterated Sunday that it is not holding direct negotiations with the U.S. and that it would not restart diplomatic talks until Washington agrees to certain conditions and stops violating the terms of the Islamabad Memorandum of Understanding.
Iranian Foreign Minister Abbas Araghchi told reporters in Tehran that Tehran is passing messages through intermediary countries, likely Pakistan and Qatar, but indicated that the conversations are far from direct negotiations.
He added that Iran’s separate discussions with Oman over control of the Strait of Hormuz are in “final stages” but warned that any agreement reached between the two nations would not automatically reopen the waterway, which has remained closed to commercial shipping for weeks.
Iran and Oman have held direct negotiations over management of the strait for weeks after the signing of the now-defunct Islamabad Memorandum of Understanding in July. According to reports, the incoming deal would outline specific routes that commercial ships would be required to take to transit the waterway safely.
In some reports, ships entering the strait would pass through Iranian waters and leave through Omani-controlled routes.
Mr. Araghchi confirmed that while the deal would outline new shipping lanes in the strait, it would be effectively meaningless without the removal of the U.S. blockade of Iran’s ports and a ceasefire.
Iran has kept the Strait of Hormuz effectively closed for months after the U.S. and Israel launched joint strikes in late February. At least one-fifth of the world’s oil supply travels through the strait each year, and its closure has driven up global energy prices.
Brent crude oil, the standard international trading classification, stood at about $82 a barrel on Friday, down from $101 a barrel in July but still above pre-war levels.
After nearly two weeks of continuous fighting, the U.S. and Iran returned to a state of relative peace last week after President Trump called off yet another attack on Iranian targets.
Mr. Trump called off the attack after fielding calls from regional leaders and reportedly noting positive progress in peace talks.
Mr. Trump and other administration officials said last week that a deal to reopen the strait is imminent while offering few details on what the deal would include. The extent of Washington’s involvement in the Iran-Oman talks over the strait remains unclear.
On Saturday, Supreme National Security Council Secretary Mohammad Bagher Zolghadr laid out Iran’s conditions for reopening the strait: a ceasefire for the entire region, the removal of the U.S. naval blockade, war damage compensation, the unfreezing of billions of dollars’ worth of Iranian assets, and sanctions relief.
The now-defunct memorandum of understanding included provisions that mentioned all of Iran’s current demands. That deal ultimately broke down in July after Iran struck commercial ships in the Strait of Hormuz, which it said had violated the terms of the agreement.
Even under the memorandum, issues such as sanctions relief and the unfreezing of assets were tied to a theoretical future deal with the U.S. and would have likely come with further conditions themselves.
The demands signal further diplomatic challenges for the U.S. as Mr. Trump seeks a comprehensive agreement that could end the war and reopen the strait. The president has insisted that diplomatic talks between Washington and Tehran have been more productive in recent days.
Mr. Trump, who took the U.S. to war in February promising to eliminate Iran’s nuclear program and foster regime change in the country, has repeatedly said there will be no agreement unless Tehran halts its enrichment of uranium and reopens the Strait of Hormuz.
On Sunday, Mr. Trump told Axios that the U.S. is only “semi-negotiating” with Iran and indicated that he was willing to let the economic consequences of the war and naval blockade force Tehran to the negotiating table instead of launching more military strikes.
But domestic political concerns could lead Mr. Trump to eventually authorize more strikes, as his domestic political opponents point to high gas prices and a shrinking stockpile of munitions.
Sen. Chris Murphy, Connecticut Democrat, said Sunday he would support a “bad deal” to end the U.S. war against Iran because Americans are suffering from the conflict and the price to reopen the Strait of Hormuz “increases by the day.”
“Donald Trump has lost this war. America is weaker. Iran is stronger,” Mr. Murphy told NBC’s “Meet the Press.”
“Yes, I will support a deal to end this war and reopen the strait,” Mr. Murphy said. “I am prepared to support a bad deal, to end this war and reopen the strait, because the only deal that is available, at this point in time, is a terrible bad deal.”
Regional challenges could also stymie efforts to reach a comprehensive deal to end the war.
The Iran-backed Houthi rebels in Yemen have recently ramped up their attacks on Saudi Arabia, the group’s longtime regional rival. In addition to strikes on commercial ships in the Red Sea, the group has also targeted civilian infrastructure in Saudi Arabia.
The Houthis on Sunday announced that they had targeted the Saudi Aramco refinery in the southern city of Jazan, causing significant damage. There was no immediate comment from the Saudi government and the strike itself has not been independently verified.

President Donald Trump is demanding compensation from the Islamic Republic of Iran in the ongoing talks with the Middle Eastern nation.
Trump noted that it is in direct response to the Islamic Republic's request for money for damages inflicted on them throughout the ongoing war, and said he has asked American negotiators “to put this firmly into any, and all, future” conversations.
The president said the funds should not only go toward the families of American soldiers, but also to “families of the hundreds of thousands of innocent protestors that Iran has killed over the last 50 years” in a heated Truth Social post on Monday afternoon.
“I see that Representatives of the Islamic Republic of Iran are asking for compensation for the damage done to them during the last five month Military Conflict (started because, THEY WILL NOT HAVE A NUCLEAR WEAPON), even though it was never mentioned in any of our negotiations or meetings!” Trump added.
“But it is an interesting idea because now I am likewise demanding compensation from Iran, for all of the people that they have killed and gravely wounded with their roadside bombs and many conflicts, for which they are famous, as led initially by General Soleimani, including the families of those killed on the USS Cole, and thousands of others killed in combat,” he further added.
In an interview with Axios over the weekend, the president said that the United States is “low-keying it” with the Iran situation, adding that the U.S. is “only semi-negotiating with them” as the Islamic Republic faces economic turmoil.
"It will work out. It always works out. It's like a chess game,” he added, according to the outlet.
A Memorandum of Understanding between the U.S. and Iran was signed in June, but the ceasefire agreement collapsed when Iran began striking cargo ships in the Strait of Hormuz. The strikes led to a days-long response from the U.S. military and overall escalation in the conflict, which began with the goal of throttling Iran's nuclear ambitions.
The latest financial push in the Iran conflict comes amid Operation Economic Fury against Iran, including freezing cryptocurrency, according to Fox Business earlier this year.
“The Iranian regime’s reliance on digital assets and shadow banking networks is further evidence that Economic Fury is working,” Secretary of the Treasury Scott Bessent said in a Friday statement. “We will continue to increase the economic pressure. Whether in dollars, rials, or crypto, Treasury will hunt down and dismantle the illicit financial networks that keep the regime afloat.”
Following publication, Trump posted again to Truth Social on Monday afternoon, adding that "with respect to the Iran negotiations, Iran should be responsible for the damages and death caused to the people of Lebanon, Syria, Yemen, and Gaza!"

Israeli Prime Minister Benjamin Netanyahu on Sunday rejected a Trump administration-backed plan aimed at disarming Hamas, the Palestinian militant group governing Gaza, casting further doubt on the deal’s success.
In remarks before his Cabinet, Mr. Netanyahu insisted that Israel does not accept the 15-point plan released last month by the Trump-established Board of Peace and that Israeli troops will not withdraw until Hamas is completely disarmed.
“When I say the disarming of Hamas, it means heavy weaponry, lighter weaponry, all weaponry. And we are talking about genuine disarmament, not fictitious disarmament,” he said, adding that Israeli officials are holding discussions with U.S. officials about certain provisions in the plan.
President Trump announced last month that Hamas and the Board of Peace had reached an agreement that could result in the Iran-backed militant group’s disarmament in exchange for Israel’s withdrawal from Gaza.
Under the plan, Hamas would disarm in phases while handing over authority to a new, Board of Peace-instituted governing body led by Palestinians.
Israeli officials, including Mr. Netanyahu, have remained relatively silent on the agreement since it was announced in July. Israel has previously rejected calls from humanitarian groups and international organizations to remove its forces from Gaza.
Mr. Netanyahu also in his comments Sunday underscored his opposition to the establishment of a Palestinian state.
“As for the Gaza Strip, first of all, I want to make the main point clear: as long as I am prime minister, there will be no Palestinian state, not in Gaza and not in Judea and Samaria. Neither ‘Fatahstan’ nor ‘Hamastan,’” he said, according to the Jerusalem Post.
Reuters reported Sunday that Hamas is still committed ot a deal. Senior Hamas official Basem Naim urged mediators and the U.S. to “press Mr. Netanyahu and his government to adhere to the roadmap.”
The Israeli military occupies more than 65% of Gaza, and its forces have been in the region since Hamas’ Oct. 7, 2023, terror attacks kicked off a war that lasted nearly three years.
The Trump-backed Gaza peace plan, signed in October, provided for the phased withdrawal of Israeli forces and the disarming of Hamas while handing over security duties to an international force.
Mr. Netanyahu’s public rejection of the deal underscores his dire political situation, as he faces a tough re-election campaign this year. Many in Israel say that Mr. Netanyahu’s government failed to effectively defeat Hamas in Gaza and that efforts to overthrow the Iranian government and eliminate the threat of Hezbollah to the north have similarly failed.
